An online research colloquium sponsored by the Visayas Maritime Research Cooperation (MARC) was held through FB live last September 21, 2021 on its fifth year activity. Its theme was “Seafarers: At the Core of Shipping’s Future.”
Two faculty members and active researchers, Engr. Roderick R. Germo, Ph.D. and C/M Nelson S. Ebiota, Ph.D. from JBLFMU- Arevalo presented their papers entitled “Blended Learning Approach in Improving Student’s Academic Performance in Information Communication, and Technology (ICT)” and “The Use of Institutional Development and Innovation Grant (IDIG) E-module to Improve the Students’ Academic Performance in Meteorology and Oceanography 2”, respectively.
October 27, 2021, had been a challenging day for Dr. Emeliza T. Estimo, Research Coordinator, and Engr. Roberto Neal S. Sobrejuanite, Administrator of JBLCF-Bacolod, as they braced themselves for their virtual paper presentation at the 21 Annual General Assembly and Conference. Their paper entitled “Remote Instruction: Challenges, Initiatives, and Future Directions for Maritime Institutions in a Developing Country” was one of the few papers selected for oral presentation at the conference. Like the rest of the aspiring researchers who sent their manuscripts for screening, Dr. Estimo and Engr. Sobrejuanite went through a stringent process. On August 18, 2021, they were informed that their contribution to the IAMUC 21 had been accepted for oral presentation. However, due to travel restrictions resulting from the pandemic, they could not join the rest of the participants in Alexandria, Egypt. In consideration to all participants who could not be physically present at the venue, arrangements had been made possible by the host university to allow them to present virtually, on live telecon thru Zoom, following the Cairo, Egypt time zone. The audience was composed of participants from the actual venue and those who were attending the conference online. Dr. Estimo, who presented on behalf of their tandem, presented their paper at 8:30 in the evening, Philippine Time. The 21 IAMU Annual General Assembly and Conference was hosted by the Arab Academy for Science, Technology, and Maritime Transport (AASTMT). JBLFMU was the first maritime university in the Philippines that had become a member of the IAMU.
Three papers authored by seven faculty and staff researchers from JBLCF-Bacolod had been accepted for oral presentation by the Organizing Committee of the 9th International Maritime Science Conference (IMSC) held on September 9-10, 2021, in Varna, Bulgaria. The Nikola Vaptsarov Naval Academy hosted this international conference. The IMSC 2021 provides an ideal academic platform for researchers to present the latest research findings and describe emerging technologies and directions in Maritime Science and Maritime Education issues. The conference seeks to contribute to presenting novel research results in all aspects of Maritime Science. The annual IMSC conference aims to bring together leading academic scientists, researchers, and research scholars to exchange and share their experiences and research results in the area of their topics of interest. It also provides the premier interdisciplinary forum for scientists, engineers, practitioners, and maritime companies to present their ideas, developments, and applications in all areas of Maritime Sciences. For the 2021 conference, the committee had extended their invitation to Maritime Educational Institutions for topics on Education and training, Marine Engineering, Navigation, Marine Ecology, Maritime Health, Up-To-Date Technologies, Safety and security, and Human resources in transport, among other topics.
The travel restrictions brought by the pandemic prevented the researchers from attending the event physically. However, the conference committee has provided opportunities to include the papers in the program proceedings and for the papers to be published in Pedagogika-Pedagogy, a journal indexed in the Web of Science. Pedagogika is a scientific theoretical and methodological journal that combines knowledge areas in a broader range of information, such as pre-school education, primary education, education for adults, comparative education, special education, history of pedagogy, social education pedagogy. The journal’s focus is all educational levels – from pre-school, primary, secondary, and higher education to learning through life.
May 14, 2021—True to its commitment to strengthening the research culture and engaging the employees and students in promoting the research thrust of the university, JBLCF-Bacolod hosted the 2020-2021 Unit Research Colloquium and Sharing of Best Practices on May 14, 2021, held via Zoom. This virtual event was graced by Dr. Melchor M. Magramo, JBLFMU Director for Research and Extension, and Capt. Luis G. Evidente, Executive Assistant to the CEO who shared his views about the theme, “Maritime Education and Training on Remote Mode: Research Priorities, Opportunities, and Future Directions.”

The paper presentations featured seven best papers by faculty and students. The first paper, “Maritime Security as Perceived by Cadets in Coastwise Domestic Shipping,” was presented by 2/M Albert O. Grapa and 2/M Edgar T. Lemoncito, Jr., both faculty members of the BSMT program. 3/Engineers Paul B. Tibo-oc, Charles N. Mangga, and Ronnie C. Montaño, Engine instructors in the College of Maritime Education, presented their paper entitled, “Impact of Engine Room Simulator as a Tool for Training and Assessing BSMarE Students’ Performance in Engine Watchkeeping,” while Miss Ruth B. Balajadia, Program Head for BSCA of the College of Business and Education, shared her paper on “Relevance and Responsiveness of the BSCA Program as Assessed by Stakeholders.”

Furthermore, Miss Irene C. Mamon and Mr. Mark Anthony M. Apurado, both teachers from the Basic Education Department, presented their papers, “Note-Taking Behavior of Top-Performing Junior High School Students” and “Parental Involvement and Its Impact on the Periodic Grades and Classroom Behavior of Basic Education Students,” respectively.
Two groups of students representing the BSMT and BSMarE programs also presented their papers at the said event. The first paper, “Electric Mousetrap: A Prototype,” was shared by Midpn. Gabriel Miles F. Burata, Ernesto Gus B. Subong, and Reyginald B. Mabilog, all BSMarE students. The second paper, entitled “Maritime Students’ Motivational Beliefs and Learning Strategies in Preparation for Cadetship Program,” was presented by Midpn. Jovofs S. Rufino and Welcky John M. Platil, both BSMT students.
For the first time in JBLCF-Bacolod, this activity featured two of the Best Practices in the unit, particularly after the pandemic happened. The Academic Assessment Office shared the first one with the title, “Ensuring Quality Education through Effective Course Outcome Assessment in the New Normal,” with their department presenter, 3/E Charles N. Mangga, Junior Level Assessor. The second presentation was shared by 2/M Rudy V. Gonzaga, Head-Shipboard Training Office, with “Shipboard Training Office–Ensuring Quality Control and Efficient Delivery of Services for Internal Stakeholders.”
Engr. Roberto Neal S. Sobrejuanite, Administrator of JBLCF-Bacolod, commended the presenters for actively participating in the activity, making it a perfect clincher for the Research Department for the school year 2020-2021.
2/M Eleno S. Sing, Dean of the College of Maritime Education, and Midpn. Franz Gabriel D. Baylon, President of the Supreme Student Government, gave their impressions as a form of response to the papers presented. Mrs. Darlene D. Sabandal took control of the flow of the program as Master of Ceremony.
The Unit Research Colloquium and Sharing of Best Practices was indeed another fruitful event for JBLCF-Bacolod. Dr. Emeliza T. Estimo, the Research Coordinator of the Bacolod campus, and her ever-supportive staff, Miss Geneveve M. Aguilar, are grateful for the usual support of the Department Heads, faculty, and staff, and students who tirelessly extend their support to the Research Department in realizing its goals.
Dr. Shirley G. Hampac, JA CES Officer, presented virtually her paper entitled “Public-Private Partnership: The Driving Force Behind the Adopt-a-Linis-Estero Program” at the International Conference on Extension (ICONEX) organized by the Polytechnic University of the Philippines on August 20, 2021. The paper was placed under the environmental category.
The two-day conference with the theme, “Addressing Sustainable Development Goals Towards Equity, Empowerment and Gender Equality,” started on August 19, 2021.
Dr. Hampac said that “joining in the conferences, especially as a paper presenter, was a nerve-wracking experience, from the preparation of slides, revision according to the required guidelines of the organizer and even beating of deadlines for submission. But it was all worth doing it because it gave me pride that my paper was accepted at an international level, and a sense of fulfillment that I have reached a greater venue of disseminating across the globe the knowledge I have generated from the study”.
She added, “most of all, attending this conference gave me more insights about realities from the neighboring Asian and western countries on issues like protection of migrants, mental health during this pandemic, gender development, and equality. As a whole, the conference has given me a renewed motivation to pursue greater challenges in the CES perspectives amid the limitations and threats posed by the pandemic.”
